John M. Deutch

Image:John M Deutsch.jpg John Mark Deutch (born July 27, 1938) was Director of Central Intelligence (DCI) from May 10, 1995 until December 14, 1996. Controversy erupted days after his departure when it was revealed that classified materials were being kept in his home and on his computer. He currently sits on the board of directors of Raytheon.

History

Deutch was born in Brussels, Belgium to a Russian father. He earned a bachelor's degree in History and Economics from Amherst College. In 1961, he earned an SB degree in Chemical Engineering and, in 1966, he earned a PhD in Chemistry, both from MIT. 1977 to 1980, he served in several positions for the U.S. Department of Energy: as Director of Energy Research, Acting Assistant Secretary for Energy Technology, and Undersecretary of the Department. He continued to serve on various government committees throughout the 1980s and early 1990s.

In 1995, he was appointed as the first Jewish Director of Central Intelligence by President Bill Clinton. He was credited or blamed with stopping the CIA from using foreign agents with unsavory ties such as terrorism and critics believe that failure to detect 9/11 attacks could be a result of his restrictions on CIA policies.

Classified information was found on Deutch's unclassified computer on December 17, 1996. In January of 1997, the CIA began a formal security investigation of the matter. It was determined that his computer was often connected to the Internet with no additional security, and that Deutch was known to leave memory cards with classified data lying in his car.

Some charged that Deutch used his position and influence to stifle the investigation. Others noted the discrepancy between Deutch's treatment and the harsh measures employed against Wen Ho Lee, a scientist who similarly handled classified information improperly.

John Deutch is now an Institute Professor of chemistry at the Massachusetts Institute of Technology, where he has held a faculty position since 1970. He is also a director of Citigroup, the world's largest financial services firm [1].
