Safe havens for pirates, or pirate enclaves, were located all over the world. Libertatia, Barataria, Campeche, Borneo, Jolo, Tortola, Port Royal, Jamaica and Porto Farina were examples of places where pirates could gather and resupply without fear of attack or arrest. They can be considered a form of micronations.
