Its also the central theme in the election campaign of the ruling Bharatiya Janata Party (BJP) for the national elections in 2004. The BJP spent an estimated $20 million USD on national television advertisements and newspaper ads featuring the India Shining slogan. India Shining has drawn criticism for glossing over the plight of India's poor. Some anaylst also suggest that india shining campaign of the vajpayee government became prime cause of its surprise defeat in parliamentary elections of 2004 especially in urban areas who were the target audience of the campaign . Some people thought that the government is wasting their money(Tax) in such wasteful propoganda. Though the then Finance Minister said that such a provision was made in the last years budget statement but people did not bye this argument of the government.
