Industrial Dispute
The University of Ballarat is currently involved in an industrial dispute, primarily with the National Tertiary Education Union (NTEU) concerning its Enterprise Bargaining Agreement. This dispute has been continuing since approximately the start of 2003. The current Enterprise Bargaining Agreement expired at the end of 2003. This dispute is presently continuing, and if not resolved very soon, the University will not be eligible for funding increases.
Issues
One of the most highlighted issues is the level of pay increases offered for staff being significantly smaller than any other university in the state. The University of Ballarat argues that
- It has a higher percentage of its budget devoted to salaries than larger metropolitan universities.
- It has higher infrastructure costs due to being a dual sector (TAFE and Tertiary), regional and rural University with multiple campuses.
- The larger metropolitan universities and TAFE institutes can attract more full-fee paying students, and have greater access to research, training and consultancy activities.
Industrial Action
Over the two and a half years the dispute has been on-going, staff have taken several forms of industrial action, including strikes and pickets, with holding student results (which were released upon special request, and all have since been released) and a boycott of open day activities in the middle of 2005.
The Vote
The Vote occurred over the week October 16th-22nd 2005 in regard to acceptance of a new Enterprise Bargaining Agreement drafted by the University. The results were released within the next week against the new agreement, with 451 voting against the agreement, 335 voting for the agreement and 400+ withholding votes.
