Richard Mountford Deeley (24 October 1855 — 19 June 1944) was Chief Mechanical Engineer (CME) of the Midland Railway. He was succeeded in 1909 by Henry Fowler.
Deeley was born in Derby, the son of a Midland Railway accountant. He became a pupil of Samuel W. Johnson at Derby Works and was promoted to locomotive superintendent in 1904. He made significant contributions to compounding, adopting Smith's system for his "Midland Compound" 4-4-0s.
