Richard Mountford Deeley (24 October 185519 June 1944) was Chief Mechanical Engineer (CME) of the Midland Railway. He was succeeded in 1909 by Henry Fowler.

Deeley was born in Derby, the son of a Midland Railway accountant. He became a pupil of Samuel W. Johnson at Derby Works and was promoted to locomotive superintendent in 1904. He made significant contributions to compounding, adopting Smith's system for his "Midland Compound" 4-4-0s.
