The election for the half of the seats in the House of Councillors in the Diet of Japan took place on July 11, 2004. The major issues are two: the reform of the public pension system and the commitment of the Japanese government toward the Iraq war.
The LDP gained 49 seats, short of the goal of 51 seats. The DPJ won more popular votes and seats than the LDP. Combined with uncontested seats, the ruling bloc, LDP and new kome party however kept the majority.
