Recognized operating agency

A Recognized operating agency (ROA) is any operating agency, as defined in the ITU Convention (Geneva, 1992), which operates a public correspondence or broadcasting service and upon which the obligations provided for in Article 6 of the ITU Constitution are imposed by the Member in whose territory the head office of the agency is situated, or by the Member which has authorized this operating agency to establish and operate a telecommunication service on its territory.

The former term for an ROAS was a recognized private operating agency (RPOA).
