The Independent Commission on the Los Angeles Police Department, informally known as the Christopher Commission, was formed in July 1991, in the wake of the Rodney King beating, by then-mayor of Los Angeles Tom Bradley. It was chaired by Warren Christopher. The commission produced a report which proposed sweeping reforms of the department. However, with the election of Richard Riordan, these reforms were put on hold. The city's negligence would bear bitter fruit with the CRASH scandal of 1998.
