Doctor Gero is a fictional character from the manga Dragon Ball/Dragon Ball Z and the anime Dragon Ball Z.

Dragon Ball

He is (or was) the head scientist of the Red Ribbon Army. He created the first Androids in the service of the Red Ribbon Army, though we only ever saw Android 8 in the TV series Dragon Ball. After the Red Ribbon Army was defeated by Son Goku he went into hiding. It is believed he hid in a mountain area where a lab was located. In this lab he strived to create the ultimate fighting machine. Using an extremely intelligent tracking device disguised as a ladybug he studied Goku for years on end. It is believed he ceased studying Goku when he left for Namek in the Namek Saga. Believing he had created the ultimate fighting machines he finalized his plans and constructed a series of Androids.

Dragon Ball Z

Years onward, in the Trunks Saga, the Z Fighters receive a tip of from Future Trunks that two extremely powerful Androids will appear shortly. Three years later, in an unknown city, two Androids appear: Android 19 and Android 20. Yamcha is first to encounter the gruesome twosome. Unaware of who they are Yamcha merely warns them to be on the lookout for dangerous Androids. He is horrified when he sees "R.R." on Android 20's head. At the same time, Android 20 merely says: "We are they."

Before Yamcha can act Android 20 demonstrates a deadly power. His latest design for androids included an energy absorbing function. Using a small red jewel embedded in his hand, he grabs Yamcha by the jaw and saps his lifeforce. After an explanation of their origins to Son Goku, Tenshinhan and Krillin, Android 20 single-handedly destroys half of the city. As ambulances arrive Goku leads him and Android 19 out of the city. In some unknown island he has Android 19 battle Son Goku. Due to the Saiyan's heart virus, Android 19 wins. After Vegeta defeats Android 19, Android 20 retreats.

We eventually learn that he is in fact Dr. Gero, who made himself into an Android. Upon activating Android 17 and Android 18 he is killed by them. Gero is never seen again until Dragon Ball GT, aside from a brief cameo in Hell, but is mentioned several times afterwards in Dragon Ball Z. He also created Android 21, or Cell as he is known in the series.

Dr. Gero does not appear in the original Dragon Ball, and was not even credited with the creation of the Red Ribbon Army's robots and Androids, as his character was not conceived at the time. Originally Dr. Flappe was credited with the creation of the R.R Army's mechanical warriors. Dr. Gero returns in Dragon Ball GT, where once more he is betrayed by the restored Android 17. Two of the Androids like Gero are not completely machine, rather being partially organic to some extent, and therefore are technically cyborgs rather than androids.fr:Docteur Géro
