Cloud cover

Cloud cover is the amount of the sky obscured by clouds when observed at a particular location.
Coverage is measured in OKTAS (eighths of the sky covered in cloud). For example, a coverage of 8 OKTAS means that the sky is overcast and a coverage of 0 OKTAS means the sky is cloudless. These measurements come simply from observing the sky.
