Doctor Evil

Dr. Evil (played by Mike Myers) is an evil genius, the chief villain of the Austin Powers series of films. He is a parody of James Bond villains, most particularly Donald Pleasence's portrayal of Ernst Stavro Blofeld, in the film You Only Live Twice. Interestingly, Donald Pleasence was a regular to the Halloween movie series, which is concerned with a character named Michael Myers. Dr. Evil is bald and wears a gray Nehru Jacket jumpsuit, which is also a reference to Joseph Wiseman's costume as Dr. No from the 1962 film of the same name. Some of Dr. Evil's facial and vocal expressions are allegedly patterned after Lorne Michaels, producer of television's Saturday Night Live. It should be also noted he has what sounds like a thick Canadian accent.
Like Blofeld, Dr. Evil has a white Angora cat (Mr. Bigglesworth), though it was later rendered furless as a side effect from cryogenic freezing and henceforth played by a Sphinx cat. Dr. Evil has a son named Scott Evil and a clone called Mini-Me, who is 1/8th his size. His home town is Bruges, located in Belgium.

- "The details of my life are quite inconsequential.... very well, where do I begin? My father was a relentlessly self-improving boulangerie owner from Belgium with low grade narcolepsy and a penchant for buggery. My mother was a 15-year-old French prostitute named Chloe with webbed feet. My father would womanize; he would drink. He would make outrageous claims like he invented the question mark. Sometimes, he would accuse chestnuts of being lazy. The sort of general malaise that only the genius possess and the insane lament... My childhood was typical: summers in Rangoon... luge lessons... In the spring, we'd make meat helmets... When I was insolent I was placed in a burlap bag and beaten with reeds—pretty standard really. At the age of 12, I received my first scribe. At the age of 14, a Zoroastrian named Wilma ritualistically shaved my testicles— there really is nothing like a shorn scrotum—it's quite breathtaking... I suggest you try it."
Dr. Evil has three testicles, as proven in Goldmember when he checks to see if "they're all there" following a rather painful blow to his unmentionables. This is most likely a nod to James Bond villain Francisco Scaramanga from The Man with the Golden Gun, who had three nipples. Mini-Me is another reference to Scaramanga, for he had a dwarf servant named Nick Nack.
He has a tattoo on his buttocks that reads "E. Diddy," as revealed in "Goldmember".
Dr. Evil's real name has been revealed to be Douglas "Dougie" Powers; he is in fact Austin Powers' brother and the son of Nigel Powers— a fact revealed in the third Austin Powers film, Goldmember. It is revealed that Douglas and Austin were seperated as babies after a car explosion, and that Nigel thought only Austin survived. Douglas was raised by Belgians, which made him so evil.
Dr. Evil claims to have attended "evil medical school" for six years (and he didn't do it so he could be called "Mister Evil", thank you very much). He also attended a school with Austin, and is frustrated that Austin won the 'International Man of Mystery' award, while he, the school's best student, got nothing.
His signature gesture is placing his little finger near his mouth (see picture), and the repetitive usage of the word "frickin'." He occasionally uses finger quotes when saying the name of the weapon. His plans are often named after pop culture trademarks (Death Star, Alan Parsons Project, Preparation H), but he remains unaware of the accidental pun. For example, when Dr. Evil says he will turn the moon into a "Death Star" (said with finger quotes), Scott laughs and calls him "Darth", as in Darth Vader. Scott also coughs and mutters "Rip-off!"
Dr. Evil also seems to have a problem with understanding the modern American economy, especially inflation. In the first film, he intends to hold the world ransom for $1 million, but doesn't understand that $1 million doesn't come to much in the 90's. In the second film, however, Dr. Evil goes back to the 60's for his plan to hold the world ransom for $100 billion, an amount of money that didn't exist in the '60s. In the third movie, he demands "1 BILLION, MILLION, FAFILLION, SHABOLUBALU MILLION ILLION YILLION...yen."
Dr. Evil can't resist cracking puns at his own work (he says his submarine lair is "long, hard, and full of seamen"). He creates models of his plans, worried that they are too complicated for his minions to understand. He also cares nothing for the companies (Virtucon, Starbucks, Hollywood Talent Agency) that fund his plans, ignoring all suggestions from Number 2 on how to increase the profit of such companies.
He frequently tries to have Scott killed, but never succeeds. He liquidates their therapy group because he thought them "insolent", and usually doesn't hesitate to incinerate his minions when they fail him. Oddly enough, both Mustafa and Number 2 were incinerated in the first film, but appeared in the second film (Mustafa was also shot and died; he appears only in scenes when Austin has time traveled back to the 60's, while Number 2 has several visible burns scars now). His lairs are also often right in the open. Dr. Evil has had his lair atop the Starbucks headquarters in Seattle, behind the Hollywood sign, and in a gigantic submarine shaped like himself. In the second movie, his lair in 1969 is inside a volcano carved to resemble him with his finger to his mouth.
He has apparent feelings for Frau, whom he made love to in the second movie, thus resulting in his son Scott Evil's birth (contrary to the belief in the first movie that Scott was made from the preserved semen of Dr. Evil). Frau and Dr. Evil also engage in smooching in a scene from Goldmember where Dr. Evil is in prison. Though the two enjoyed it, the purpose was to transfer the key to Dr. Evil's handcuffs to him.
