History
In 2003–2004, the Eclipse Consortium, an unofficial consortium of software industry vendors led by IBM created The Eclipse Foundation, a not-for-profit legal entity to lead and develop Eclipse.

Strategic members
Each strategic member has a representative on the Eclipse Foundation Board of Directors allowing them direct control over the strategic direction of Eclipse. Strategic members also have a seat on the Eclipse Requirements Council providing input and influence over the themes and priorities over the Eclipse technology.
