Francis Lovelace (1623-1675) was the youngest son of Richard, 1st Baron Lovelace of Hurley. He became the second governor of the New York colony. He was appointed in 1668 after the departure of Richard Nicolls. His administration was terminated by the temporary re-capture of the colony by the Dutch in 1672.

During a brief period in 1673, Dutch Admiral Cornelis Evertsen captured New York and re-established New Amsterdam. From 1673 to 1674, Dutch naval Captain Anthony Colve was military governor-general pro-tem until the British recaptured New York.

Lovelace died at Lovelace Plantation on Staten Island in 1675. The next British governor, Sir Edmund Andros, did not arrive until 3 years after Lovelace's death.

Francis was the grandfather of John Lovelace, 4th Baron Lovelace of Hurley and sometime Governor of New York and New Jersey.
