Dates of Sessions
The first United States Congress met from 1789 to 1791.
- First Session: Held in New York City from March 4, 1789 to September 29, 1789, but there was no quorum until April.
- Second Session: Held in New York City from January 4, 1790 to August 12, 1790.
- Third Session: Held in Philadelphia, Pennsylvania from December 6, 1790 to March 3, 1791.

- March 4, 1789 - Senate and House of Representatives first convene (without quorum) in New York City representing eleven States:
- April 1, 1789 - House first met with quorum to elect Speaker
- April 6 1789 - Senate first met with quorum to elect President pro tempore and tally results of the U.S. presidential election of 1789
- April 30, 1789 - Inauguration of George Washington, first President of the United States
- July 27, 1789 - Established the Foreign Affairs (State) Department
- August 7, 1789 - Established the United States War Department
- August 7, 1789 - Adopted provisions of the Northwest Ordinance under the U.S. Constitution
- September 2, 1789 - Established the Treasury Department
- September 24, 1789 - Enacted Judiciary Act of 1789 established Office of Attorney General, the composition of Supreme Court, and the entire rest of the Judiciary system
- November 21, 1789 - North Carolina ratifies Constitution
- March 1, 1790 - Made provisions for the first U.S. Census
- April 2, 1790 - Accepted the cession of claims on western territory (which was to become the state of Tennessee) by North Carolina
- May 26, 1790 - Organized the Southwest Territory out of territory ceded by North Carolina
- May 29, 1790 - Rhode Island and Providence Plantations ratified Constitution
- February 4, 1791 - Kentucky admitted to Union, effective June 1, 1792
- February 18, 1791 - Vermont admitted to Union, effective March 4, 1791
