Luo Xuejuan (Simplified Chinese: 罗雪娟; Traditional Chinese: 羅雪娟) (born January 26 1984 in Hangzhou, Zhejiang province) is a Chinese swimmer.

She began swimming in 1991 because her parents thought she was so thin that the exercise would make her stronger.

Luo represented China at the 2004 Summer Olympics, earning a gold medal in the Women's 100 meter breaststroke and setting a new Olympic record of 1 min 6.64 s, just longer of the world record by 0.27 seconds.

However, Luo failed to defend her World Champion title in the XI FINA Montreal Swimming Championships in 2005, when she received a 4th place in 100m breaststroke and a 7th place in 50m breaststroke. Yet this was understandable as Luo participated in the entire championships with an injured ankle but insisted on competing.
