Wayne Levere Hays (May 13, 1911, Bannock, OhioFebruary 13, 1989, Flushing, Ohio), was an American politician whose tyrannical rule of the House Administration Committee extended to even the smallest items; in the mid-1970s, lawmakers avoided crossing Hays for fear that he would shut off the air conditioning in their offices.

Hays, a Democrat, served as a senator in the Ohio state legislature from 1941 to 1942 and then as a U.S. representative from Ohio from 1949 to 1976. He was the focus of a notable sex scandal: he resigned on September 1, 1976, after the Washington Post ran a story quoting Elizabeth Ray, Hays's former secretary, saying that Hays hired her on the staff of the House Administration Committee for the sole function of having sex with him.

In 1979, Hayes briefly served as a representative in the Ohio state legislature. He was defeated in an election in 1980 by Republican Bob Ney.
